School committee authorizes up to $400,000 transfer to protect circuit-breaker reserve

"We will end the year with pretty close to a 100% carryover for next year," the finance presenter said, urging the move to preserve that reserve and citing ongoing invoice timing, placement settlements and transportation charges as reasons to allow limited transfers and prepayments.
The finance presenter asked the committee to authorize transferring up to $400,000 from salaries to operating expenses and signaled the district's intent to prepay up to three months of tuition where legally permitted to preserve next year's circuit-breaker balance. Committee members questioned the mechanics and oversight; the presenter said the approach was reviewed with the town manager and finance director and conforms to legal limits on prepaying tuition.
A motion to authorize the transfer was made, seconded and approved on a roll-call vote. The chair recorded the motion as passing with unanimous committee assent.
