The Grafton City Council voted 5–3 to deny a request to place a designated bus loading/unloading zone on Hill Avenue next to the Walsh County Child Care Center’s main entrance.
Stacie Sevigny and staff had recommended the curb location so buses could pull to the curb and avoid activating flashing lights and the stop arm. Councilmember Brian Sieben moved to deny the signage request; supporters of the denial argued the alley would be safer and expressed concern about traffic flow and turning‑radius impacts, while Councilmembers Donavon McMillian, Darrin Wollitz and Greg Young opposed the denial and said curbside loading would reduce risks during frequent stops. Discussion also referenced licensing constraints about how children enter licensed indoor and outdoor spaces, which staff said affected operational options.
Vote: Burianek, Kostrzewski, Osowski, Ray and Sieben in favor; McMillian, Wollitz and Young opposed. The council asked staff to pursue alternative routing and will record any follow‑up recommendations.
