Grafton council approves $462,809 design agreement for water system improvements

The Grafton City Council on Aug. 11 voted unanimously to approve a $462,809 design and bidding services agreement with Moore Engineering for Water System Improvements Phase I. The council record notes a 60% cost-share preapproval from the State Water Commission of up to $225,000.
Dylan Ensrude of Moore Engineering reviewed the project scope, saying the work will focus on an area around the high school where watermains are not located in the street and that much of the installation will use horizontal directional drilling in the boulevard. Bidding is planned for February; Ensrude told the council the next Department of Water Resources meeting is in April, when the city will apply for a Tier 2 cost share for construction funding.
If the Department of Water Resources does not provide construction cost share in April, the project will pause and await the next DWR meeting, the record shows. The agreement had been reviewed by the city attorney with no stated objections and passed on a roll call vote with all members present voting in favor.
The council did not set a construction start date at the meeting. The agreement covers design and bidding; the timeline and scope for construction are contingent on DWR funding decisions and any additional approvals required for borrowing or matching funds.
