Tecumseh reports $1.32 million grid resiliency grant, approves $703,869 pay application for power plant work

Council Member Lorie Topp moved and Council Member Tyler Speckmann seconded approval of Pay Application No. 3 from Farabee Mechanical for $703,869.91; the motion carried 4–0 with Council Members Lance Beethe, Brian Britt, Tyler Speckmann and Lorie Topp voting aye and Alicia Brommer and Travis Goracke absent.
Doug Goracke, a city staff member who provided the streets, economic development and utility reports, told the council that the Utility Department had been awarded a Nebraska Department of Environment and Energy (NDEE) Grid Resiliency Grant of $851,358, with a local match of $467,919, for a total project amount of $1,319,277. Goracke said the funding will be used for upgrades to the substation to improve grid resilience.
Goracke also updated the council on recent utility operations: storm-related outages, a water-main break on the 10-inch line north of town, work at the water plant to install a cooling-project tap, roughly one week remaining on the JCH transfer, near-complete installation of a Cypress operating board, Engine No. 2 returned to service, an air permit completed, and permits for new generator units nearing approval.
The Pay Application No. 3 approval authorizes the contractor to be paid for work completed to date on the city power plant project; the council did not attach conditions to the payment. The NDEE grant, as reported, requires a local match; the council did not take a separate vote on accepting the grant at this meeting.
The ordinance package that would amend municipal code regarding procurement methods and other items was discussed later in the meeting but tabled for final passage because five members are required to vote and only four were present.
