Putnam County audit committee pre-files budget amendments, fund transfers and local law updates

The Putnam County Audit & Administration Committee on March 30 pre-filed a series of budgetary amendments, fund transfers and local-law updates and removed a proposed forensic audit of the County Soil & Water Conservation District after officials said the inter-municipal agreement (IMA) has been signed.
Chairwoman Crowley moved to remove Item #23 from the agenda, stating the IMA "has been signed by all necessary parties," and the motion carried with one abstention from Legislator Regan. Legislator Birmingham said he would forward the item to the Budget & Finance Committee for further review because he brought it forward and had remaining questions.
The committee reviewed reports from County Auditor and Commissioner of Finance William Carlin. Carlin said sales tax revenue is currently over budget but year-to-year comparisons on the report show a decrease compared with last year; more precise numbers will be available at quarter end. He also said a bad winter required overtime to the Snow and Ice line and that overtime is tracked separately via timesheets.
By voice vote the committee approved or pre-filed multiple items, including Budgetary Amendments 25A128 (Year End Entry #4); 26A010 (DSS Shelter Arrears Assistance); 26A011 (Tourism/I Love NY funding reduction); 26A012 (DSS Child Advocacy Center state aid adjustment); 26A015 (historian newspaper digitization); 26A016 (change funding source for DSS security capital project); 26A017 (Probation Ignition Interlock grant); and 26A018 (DSS state aid adjustments). The committee also approved Fund Transfer 26T037 (moving Code Blue funds to contracts), 26T040 (replace two 911 dispatch wall screens), 26T043 (Sheriff seized assets reallocation), 26T046 (911 backup audio-visual equipment), 26T053 (Sheriff reallocate seized assets), 26T058 (purchase of 10 AirBallot printers prior to June primary) and several personnel reclassifications across departments.
Commissioner Carlin noted Putnam County Savings Bank has become Beacon Bank; the committee moved to pre-file a local law amending Chapter 41 (Deposit & Investment Policy) to reflect the name change and to incorporate suggested quarterly reporting details. Director of Real Property Trish McLoughlin told the committee corrections to tax maps are frequent; she plans to appear monthly to implement a more efficient correction process. The committee pre-filed local-law and correction resolutions on real property tax matters and a local law to amend Article V of Chapter 220 to clarify application of Real Property Tax Law Section 467 and increase the maximum senior citizen property tax exemption.
Legislator Birmingham explained his recusal during the electric-bus discussion because he is bond counsel for some school districts. Director of IT/GIS Thomas Lannon described a proposed 160-foot emergency services tower at Airport Park as critical to the county''s radio system; the committee amended a typo in the bill number and pre-filed the home-rule authorization to alienate certain parkland for the tower.
The committee adjourned at 7:48 p.m. All pre-file motions and approvals were recorded by voice vote; where recorded, motions were made by Chairwoman Crowley and seconded by Legislators Russo or Regan.
