Board approves Peters Concrete alley contract and a slate of routine public-works bids and DOT agreements

Peters Concrete Company submitted the low bid of $470,708.50. Eric said the original budget was lower; to cover additional parking repairs staff proposed increasing bonding by $415,000 and recommended accepting Peters Concrete's bid. The board approved the award by voice vote.
The board also approved a RELICO contract of $253,607.32 to relocate and extend a berm on American Boulevard (funded from TID-12), and approved several smaller maintenance and service contracts: Birnbaum Family Farms for Phragmites mitigation at $5,679.05 (allocated $20,000); Suamico Trap LLC for pond trapping at $6,963 (allocated $25,000); and an estimated $11,500 contract to ECS Midwest LLC for soil borings. Eric said only one soil-boring proposal was received and staff recommended acceptance.
Separately, Scott explained two DOT-related items: a plat amendment and right-of-way process for the DOT's planned 2028 reconstruction of State Highway 32 (Main and Reed) and a municipal agreement to reimburse the state roughly $3,000 for sanitary manhole adjustments as part of a mill-and-overlay project from Cook Street to Greenleaf. Staff said the city purchases temporary or permanent easements and is reimbursed by DOT for those costs. The board approved forwarding the DOT municipal agreement and the plat amendment to council for execution and reimbursement steps.
