JDA reviews hybrid approach for Rice Creek Commons; 2027 budget draft to be completed by Sept. 1

City Administrator Jessica Jagoe reported the Joint Development Authority reviewed a draft 2027 budget and is refining a ‘hybrid’ solicitation approach for the California parcel, considering 4–5 development areas and an RFP strategy; the full JDA will take up the approach on June 1.
City Administrator Jessica Jagoe told the Arden Hills City Council that the Joint Development Authority met April 29 to review a draft 2027 budget and a report from Goff Public on recent communications. No formal JDA action was taken at that meeting.
Jagoe said JDA staff will prepare a final draft 2027 budget between now and Sept. 1 for preliminary JDA approval and subsequent submission to the City and County; the JDA expects to adopt its 2027 budget by Nov. 15. Jagoe also reported that JDA advisory committee discussions on May 7 covered analysis for a hybrid development approach for the California parcel, with staff refining strategies for soliciting potentially four to five development areas, timing their release simultaneously or in quick succession, and considering whether a real‑estate development consultant should support the approach.
Jagoe said the full JDA will review and discuss the hybrid developer approach at its next regular meeting on Monday, June 1, at 5:30 p.m.
