Commissioners spar over amendment to personnel nepotism rule for senior hires

Muskegon County commissioners spent a lengthy portion of the meeting debating amendments to personnel policy Rule 32, which governs employment of relatives.

One commissioner objected to language creating a process that can make exceptions, saying the change risks creating a club-like environment and asked the board not to make exceptions. "Let's not make exceptions," the commissioner said, urging the board to avoid policies that could lead to favoritism.

HR Director Sarah Huff clarified the revision applies only to four senior positions: the county administrator, deputy county administrator, finance director and HR director. She said the amendment establishes a three-commissioner panel to review hiring and disciplinary matters for those roles when potential conflicts exist.

Other commissioners recounted the sequence of prior motions: earlier amendments were rescinded and a new motion appointing a chair, vice chair and a third commissioner to the review panel was approved in the minutes. Commissioners requested clearer language and said the item should be discussed further; staff offered to provide the updated policy language and administrative context at a later time.

No final policy change beyond prior minutes was adopted during the meeting; commissioners indicated they would revisit the matter and staff will provide clarifying information.
