Staff said the plan reflects more than a year of public engagement, including more than 1,500 respondents to outreach, and meets Recreation and Conservation Office (RCO) requirements for eligibility for future grant cycles.
Staff thanked community and agency partners and acknowledged support from MassMutual Alliance for parts of the plan update. "We've had really good goals and principles to make sure that we're taking care of what we have," a staff presenter told the council, citing coordinated efforts across maps, active-transportation goals and a funding matrix to prioritize projects.
A councilor moved to adopt Ordinance 3365 to amend the comprehensive plan and establish the parks plan’s effective date; the motion carried on voice vote. Staff noted that adopting the functional plan as part of the comprehensive plan will extend the plan's formal review cycle and improve grant eligibility. The council discussed potential timing for minor updates and noted it may update the plan again if grant cycles or project needs require it.
Next steps: staff will move forward with implementation items in the plan and continue coordination with regional partners on trail, open-space and connectivity projects.
