The county administrator told the board the county will terminate custodial and cleaning services contracts with CD West Michigan LLC (doing business as Detail Experts) effective April 30, 2026, and award those services for the Hall of Justice South Campus to Reliant Professional Cleaning Contractors for a contract not to exceed $1,442,892 through Jan. 31, 2029.
Administrative staff explained they had several meetings with the incumbent vendor after performance problems and that the vendor "initiated the withdrawal" and indicated it could not meet contract requirements. Facilities staff discussed proposal scores from the 2023 procurement and noted several vendors had submitted proposals then; the selected vendor scored among the top proposals though with higher costs.
Commissioners asked about relative costs and whether paying more might yield better performance; staff confirmed the new contract is roughly double the cost previously paid to Detail Experts but emphasized the need for reliable service. The board approved the termination and award on roll call.
Separately, the administrator said staff are pursuing an FAA grant with a May 1 deadline and that the county will hold a special board meeting on April 30 to allow staff time to evaluate bids opened April 22 and meet the grant timeline. The board agreed to hold the special meeting.
