Muskegon County approves SmithGroup bid for Heritage Landing master plan

The motion, moved by Commissioner Hayes Camp and seconded by Commissioner Herman, included language that the contract award was pending review by corporate counsel and noted the project had been reviewed favorably by the parks commission.
Bob Lubens, the county’s community development director, described the project as a long-awaited redesign that will improve traffic flow, pedestrian pathways, festival operations and lakefront access. Lubens said the procurement attracted nine proposals and the final selection was narrowed to five firms; SmithGroup was the low bidder.
The motion passed on roll call. Commissioners voted affirmatively (Vice Chair Seer, Commissioner Hayes Camp, Commissioner Herman, Commissioner Cook, and Chair Nash), and the board authorized the chair to sign the contract pending counsel’s review. Lubens said optional tasks that could increase scope and cost include tree survey, photography/ethnography, geotechnical review for dock and seawall areas, and an additional public meeting if needed.
Next steps: corporate counsel will review the contract language and staff will finalize the agreement and authorize execution per the board’s direction.
