Skagit planners recommend docketing three petitions including rezone and mineral overlay

Planning staff told commissioners the 2026 docket is light and described three proposals staff recommends moving forward for evaluation.

Robbie Eckroth, long-range senior planner, summarized staff's review process and recommended docketing of two petitions submitted by members of the public and one staff-requested housekeeping item. The first petition, submitted by Toyer Strategic Advisors on behalf of Jasmine Wilson Diederich, requests rezoning 0.3 acres at 23528 Old Day Creek Road in Clear Lake from rural village residential to small-scale business to regularize a long-running moving and junk-removal shop that became nonconforming after the residence was demolished. Eckroth said the property sits within an existing limited area of more intense rural development (LAMIRD), so the rezone would not expand LAMIRD boundaries.

The second petition, from John Rasar and Miles Sand and Gravel, asks the county to extend the mineral-resource overlay to five parcels (about 14 acres) adjacent to an existing extraction site near I-5 north of Burlington. Staff noted the applicant submitted site-specific borings and that any designation would later require SEPA review and a hearing-examiner special-use permit if the overlay were approved.

Staff also requested a docket item to permit miscellaneous code cleanup and grammar fixes; the planning commission is reviewing a related miscellaneous amendments package and any additional cleanup will be folded into this docket item where needed.

Public comment opens March 12 and closes April 16 at 4:30 p.m.; the planning department will hold a public hearing on April 14 at 10:15 a.m., and the board will deliberate on May 19 at 10:30 a.m. Eckroth said docketing only authorizes review, not approval of any underlying amendments.
