Committee approves salary and positions ordinance changes to handle planned retirements

The Human Resources and Public Safety Committee of Brookfield City voted Feb. 25 to approve a 2026 Salary Ordinance Addendum Amendment and a related 2026 Positions Ordinance Amendment to implement phase-two organizational design modifications prompted by four planned department head retirements in 2026.
Human Resources Director James Zwerlein presented the changes the committee considered. Proposed Finance Department changes include promoting the current Deputy Finance Director to the re-established Finance Director position and recruiting a replacement Deputy Director (with a salary-grade adjustment from Grade 9 to Grade 8); reclassifying Finance Manager (Salary Grade 7) to Accounting Manager (Salary Grade 6) with supervisory responsibility for accounting, financial reporting, procurement and payment processing across city and utility functions; reclassifying the Payroll Management Accountant from Salary Grade 3 to Salary Grade 4 to reflect added responsibilities for Fair Labor Standards Act compliance and payroll auditing; and adding one full-time-equivalent Accountant position (Pay Range 120) reporting to the Accounting Manager.
For the City Attorney’s Office, the amendments create two auxiliary positions (Project Attorney and Labor Negotiator) and reclassify Administrative Coordinator to Administrative Specialist while folding Communications Specialist duties into that position. Proposed Human Resources Department changes include creating the title Deputy Human Resources Director (to be underfilled by the Health and Productivity Manager), reclassifying the Benefits, Compensation & Records Specialist to Human Resources Specialist, and reclassifying the Human Resources Analyst to Human Resources Generalist while increasing that position’s FTE to 1.00. Committee discussion focused on timing and the practice of underfilling roles; the minutes note staffing would commence no earlier than May 1, 2026, and effective dates would be upon approval.
Alderman Dean Marquardt moved to approve the 2026 Salary Ordinance Addendum Amendment; Alderman Bill Carnell seconded, and the motion carried 4-0. Alderman Christopher Blackburn moved to approve the 2026 Positions Ordinance Amendment; Alderman Bill Carnell seconded, and the motion carried 4-0. The minutes record no amendments to the motions and no recorded dissents.
