Commissioner Browning and Commissioner Burns each praised Young’s steady leadership and upbeat attitude. Colleagues from central services — including Russ Walker, Tricia Logue and a string of staff who worked directly with Young — described him as a mentor who helped build the county’s website and TV station, guided complex tech transitions and supported staff through emergencies and daily operations. Lauren Tadman, who produces county meetings, said Young made her “feel seen” and helped improve the meeting camera setup.
Young thanked commissioners and staff, recalled working through floods, software upgrades and the pandemic, and said he had been privileged to serve alongside county staff and partner agencies. Chair read a certificate noting Young’s employment with Skagit County from 02/02/1999 through 06/30/2026; the board moved to present the certificate and the motion passed.
The ceremony included group photos and was followed by the board’s afternoon business session. Young’s retirement recognition was primarily celebratory and did not include a policy decision or follow‑up directive.
