Grafton council OKs $500,000 loan through state housing program, approves replat for Vocational Addition

The Grafton City Council on Oct. 13 authorized borrowing $500,000 through the State of North Dakota’s Housing Incentive Fund (HIF) and approved a replat of lots in the Vocational Addition.
The council adopted Resolution No. 1816, authorizing the city to borrow $500,000 from First United Bank as a revolving line of credit at 5% interest to be used with HIF funds and sales-tax funds for construction of a twin home at 532 and 536 Northstar Drive. The motion, moved by Greg Young and seconded by Phil Ray, carried with all members present voting in favor.
Council members also adopted Resolution No. 1815 confirming and accepting the replat of the north 60 feet of Lot 13 and Lots 14–16 in Block 5 of the 4th replat of the Vocational Addition. That motion, moved by Greg Young and seconded by Donavon McMillian, passed unanimously among members present.
Mayor Chris West and council members said the loan will be paired with HIF and local sales-tax funding to finance construction and sale of the twin home; minutes note the loan structure is a revolving line of credit at 5% interest. Administrator Nick Ziegelmann earlier reported that contracts for the Spec Homes project had been signed and construction began the same day, indicating immediate housing activity.
The council did not record further terms for the HIF loan or a construction timeline in the minutes. The resolutions passed on Oct. 13, 2025; the city will proceed with program and financing steps required by the state lending program.
