WSDOT outlines night-time paving plan for SR 525 near Mukilteo ferry terminal

WSDOT project manager Tony Barilla told the Mukilteo City Council at its April 13 work session that the SR 525 paving and ADA preservation project will mill and overlay SR 525 from Mile Post 5.72 to 8.36 — roughly just past Harbor Place up to the approach to the Mukilteo ferry terminal — and will also repair curb ramps and guardrail terminals and implement several near-term crossing enhancements.
Barilla said the work will be staged as single-lane directional closures using pilot-car operations, supplemented by contractor-provided uniformed police officers (or local/state officers stated in the contract specifications), flaggers and automated flagger-assist devices. He said the contractor must provide a 10-day advance plan notice and submit written changes within 48 hours, must mail nighttime-work notices to residents within 500 feet of work, and must maintain access for businesses to the extent feasible. “We will be utilizing a pilot car,” Barilla said, describing the method WSDOT’s design manual requires when distances between flaggers and intersections exceed about 1,000 feet.
The department plans to limit work times to nightly windows; for most sections Barilla said closures will be approximately 10:00 p.m. to 7:00 a.m., while sections closer to the ferry will be further constrained (roughly 1:00 a.m. to 4:30 a.m.) to accommodate ferry travel. He added there will be no work on Friday or Saturday nights or on holiday weekends and that the contractor must supply advanced signage at least seven days before work begins.
Why it matters: SR 525 is the primary approach to the Mukilteo ferry terminal, and the planned night work is intended to preserve pavement while minimizing daytime disruption to commuters and ferry users. Council members asked WSDOT to provide traffic counts for the early-morning windows near Clover Lane/Goat Trail neighborhoods so residents can judge likely detour impacts.
What’s next: Barilla said WSDOT’s bid opening is scheduled in the first week of May and construction is currently targeted for the 2026 construction season. He offered to provide detailed traffic counts and project graphics to the city ahead of construction.
