Holly Springs DDA presses for contract transparency, seeks updates from creative agency and consultant

Committee member (speaker 4) told the board that he and others had requested Charles Heizer and Clementine to attend to provide updates and timelines so DDA members could answer constituent questions. “We requested Charles Heizer to be here. We requested Clementine, to be here as well, creative agency to be here as well, to give us updates,” he said.
Board members sought to understand why contractual discussions being handled with the city council in executive session were affecting the DDA’s ability to be involved. Staff (speaker 1) responded that some contractual agreements related to real estate are being discussed in executive session and that the council must resolve certain matters before final approvals can be shared more broadly. Staff said the city holds the contracts and confirmed that payments to Charles have stopped.
Committee members proposed options to increase transparency, including requesting counsel to allow additional DDA representation at executive sessions or holding a joint meeting with council. Staff said a joint meeting has been discussed and that when contract details are finalized the DDA will be involved in final approval; staff also said the city attorney will join the DDA in June when appropriate.
Board members also asked about project momentum and public events. Staff said construction work is continuing and not frozen, but that concerts at the new amphitheater are unlikely until late fall or next year because hardscape and softscape work remains to be completed. Board members asked about recurring food-truck alley events and were told cancellations were weather-related and not city subsidized.
