Jonesboro council adopts framework for Jonesboro Education Trust pilot program

JonesboroCity Council on June 8 approved a high-level framework for the Jonesboro Education Trust (JET), a pilot civic-engagement and educational-opportunity initiative intended to build financial-literacy and civic-engagement pathways for students.
Councilmember Alfred Dixon introduced the measure and described it as a foundational, three-phase approach. He said the motion before the council would adopt the city'endorsed program model and permit staff to pursue partnerships and sponsorships that will be formalized in a future memorandum of understanding (MOU). “Approval of this framework will allow us to formally move forward in discussions with community partners, our financial institutions, foundations, nonprofits, educational partners, and other stakeholders,” Dixon said.
Legal counsel and staff emphasized the distinction between adopting the program framework and creating any immediate fiduciary relationship. According to the council'record, staff and the city attorney said the city will act as a convener and coordinator but will not serve as the program'fiduciary or hold program funds; a qualified 501(c)(3) or school system partner will be identified in the next phase and will be required to demonstrate fiduciary capacity before funds or student accounts are managed.
Council members who questioned the proposal sought clarity on three points: whether a 501(c)(3) partner would be named in the MOU, how sponsorship funds and student accounts would be handled, and whether the city would engage in fundraising. Staff replied that phase 1 is a program adoption step only and that the MOU (phase 2) will explicitly name fiduciaries and operational roles; the city's role will be limited to civic engagement, outreach, and facilitation unless otherwise specified and approved by the council.
The council approved the motion to adopt the JET framework by voice vote. Staff said they will return the MOU and partner details for council review before implementation steps that involve financial administration.
Next steps: staff will seek and vet partner organizations and draft the MOU that will specify the fiduciary agent, sponsorship arrangements, and operational roles for council approval.
