Grafton council awards Leistikow Park road contract, approves engineering and loan terms and rebids water tower rehab

The Grafton City Council awarded the Leistikow Park Road improvement project to Opp Construction, LLC and approved related engineering and financing measures for the work.
On the recommendation of the Public Utilities Committee, the council approved a Notice of Award to Opp Construction for $122,359.50. The council also approved a $20,000 construction engineering agreement with KLJ for the Leistikow Park Road project.
Separately, the council approved setting a 10-year loan at 2 percent interest for Grafton Parks & Recreation to fund the Leistikow Park Road work. All motions passed with all members present voting in favor.
City engineer Jeff Daley of KLJ reported on other street projects: KLJ completed repair work on 14th Street and will finish a final estimate after a town review; Morris Seal Coat plans chip seal work in mid-to-late July with crack sealing by a subcontractor preceding that work. Daley said Opp Construction expects to complete Leistikow Park work in late August or September.
Council also approved rebidding the south water tower rehabilitation after staff recommended modifying the scope to reduce costs. The revised scope replaces full interior/exterior sandblasting and four coats of paint with pressure washing and two coats, and considers a different paint type; staff set a bid opening for July 10 and noted a target timeline for exterior work by the end of September and interior work by the following summer, pending contractor availability and funding.
The council heard no objections and approved the rebid motion on a motion by Phil Ray, seconded by Greg Young.
