Skagit County commissioners approve consent agenda, note small state funding changes

The Skagit County Board of Commissioners approved the consent agenda on May 26, 2026, voting to adopt items 1 through 14 and 16 through 17, while item 15 (a WSDOT maintenance-access easement) had been pulled earlier.
Commissioner Browning moved to approve the consent agenda, saying, “I am prepared to make a motion to approve the consent agenda of 1 through 14 and items 16 and 17,” and Commissioner Burns seconded. The motion passed with no recorded opposition.
Commissioner Burns highlighted several items in the packet, telling colleagues that the Pollution Prevention Assistance Program is facing a state funding reduction of “a little over $20,000” that will reduce required technical-assistance visits for local businesses. He also noted an interlocal agreement that will bring about an $11,000 increase in state funding for the Nurse Family Partnership program.
Commissioner Browning pointed to an approximately $62,000 increase in federal-pass-through funding administered by the State Military Department and Homeland Security for county emergency-management sustainment work, and he thanked the state for continued support for tuberculosis medication and other public-health services while warning that small increases may not cover staff costs.
The board also acknowledged a $60,000 increase from the State Conservation Commission for the county’s Voluntary Stewardship Program and approved an interlocal agreement with the city of Burlington to station water-rescue resources near the Skagit River.
The chair noted the county is providing general-fund help to support the transition of the Meals on Wheels coordinating function from the county to the Skagit Council on Aging, while Northwest Regional Council will handle the contract operations going forward.
The vote concluded the morning consent business; the board recessed and reconvened later for public comment and scheduled presentations.
