DuPont council approves transportation impact-fee ordinance; lodging-tax advisory appointee named

DuPont — On Feb. 24, 2026, the DuPont City Council approved Ordinance 26-1167 on second reading to authorize transportation impact fees and appointed a lodging-tax advisory committee member.
Transportation impact fees: Planning Director Kinkade presented the ordinance and supporting fee study, describing the code addition (DuPont Municipal Code section for Transportation Impact Fees) and the associated defensible fee schedule. "The transportation impact fees are something that's going to help the city be able to collect monies to be able to make those improvements to the transportation system so that growth is paying for growth," Kinkade said.
Council Member Wargo moved to adopt the ordinance, and the motion was seconded; the council approved the ordinance by voice vote. Kinkade explained that, if adopted, staff will update the fee schedule by resolution at a subsequent meeting to reflect the new fees applicants will see when applying for development.
Appointment to Lodging Tax Advisory Committee: Earlier in the meeting Council Member Thiccor moved to appoint Tammy Dickinson (motion transcript spelling) — described as nominated by local hotel owners — to the DuPont Lodging Tax Advisory Committee. Council Member Walton seconded and the motion passed. The meeting record contains inconsistent spellings for the appointee's last name (appearing as both "Dickinson" and "Dickerson" in the transcript); the council announced "Tammy Dickerson has been appointed" during the meeting.
Why it matters: Transportation impact fees change how growth-related infrastructure is funded by requiring new development to contribute to the cost of off-site transportation improvements. The lodging-tax appointment fills a vacancy on an advisory body that helps the city allocate tourism-related revenue.
