Planning staff Erin said amendment 2605 removes the interstate qualifier so the rule would apply to pipelines generally and that the commission wanted to ensure those uses were not permitted outright in districts where they could affect businesses or residential areas. Under the changes discussed, several downtown/commercial districts (B2, B3, B4 and LGC) would become 'not allowed' and some agricultural or industrial districts would shift to special‑exception review through the board of zoning appeals.
No members of the public came forward to comment on the pipeline item. Commissioners then moved and unanimously approved forwarding amendment 2605 to City Council by roll call.
The commission’s action is a recommendation; the city council will hold its own hearings and make a final determination.
