Snohomish County, Mukilteo staff present CEMP annex update and exercise plans

Snohomish County Department of Emergency Management staff presented a proposed Mukilteo CEMP annex to the Mukilteo City Council at the Jan. 26 work session, outlining how the city27s annex aligns with the county27s base plan and what will be submitted to the Washington State Emergency Management Division.
Dara Salmon, deputy director of Snohomish County DEM, said the annex "is a deliberate planning effort, and it is required by state law and updated every 5 years." She explained the county27s incident-management framework, the role of Emergency Support Functions (ESFs) in supplying subject-matter experts to an activated EOC, and the lines of succession and delegated authorities captured in the annex.
Staff noted the annex timeline: because recovery from the December flooding affected schedules, the county is targeting late March to submit Mukilteo27s annex for state review. The annex identifies municipal roles (elected officials and key staff), explains who can activate an EOC, and lists partner organizations Mukilteo could call on for resource needs during a major event, including the Mukilteo Library and local faith-based groups.
Council members asked about the prior plan (staff said the last formal update was 2015), training expectations for elected officials and staff, and whether the county provides resources for equipment upgrades. Jamie Haslow, a county analyst introduced with the presentation, said the annex is designed as an "all hazards" document covering preparedness, response and recovery and that ESF 6 (Mass Care) and partner behavioral-health resources would provide elements of emotional and mental-health support post-disaster.
Staff also previewed SWIFT 27, a countywide functional exercise planned to test a Southern Whidbey Island Fault earthquake scenario in 2027 and said Mukilteo could choose which functions to exercise. Questions about costs prompted staff to say the plan itself has little direct cost, but EOC equipment and training needs would be budget items that staff expect to bring forward for council consideration.
The council did not take formal action at the session; staff said a memo and recommended docket will accompany materials ahead of future action deadlines.
