Lincoln County awards disaster debris-removal contract to CTC Disaster Response

The review committee recommended CTC Disaster Response as the contractor, primarily on cost and committee scoring. Commissioners discussed mobilization cost differences and whether a locally based subcontractor could reduce initial mobilization expenses; the RFP allows proposers to hire local subcontractors and that local-hiring preference was part of the scoring matrix. One commissioner urged choosing a locally priced vendor instead of CTC but the motion to award to CTC passed with a recorded minority opposition.
County staff said contract negotiations will refine scope, permitting responsibilities, project mobilization and local staffing needs; they noted FEMA declaration and federal funding remain uncertain and that contracts can be scaled to prioritize debris adjacent to roads and bridges if federal funding does not materialize. The board instructed staff to notify the awarded firm and proceed with contract negotiations and scope discussions.
