County gets update on Knott Creek bridge and Northwest 700 Road project; easements and design-speed questions remain

An agency official updated the Henry County Commission on the Northwest 700 Road bridge over Knott Creek (BRO 42001) on June 4, reporting that plans and a submittal to MoDOT were filed and approved and that the Army Corps and State Historic Preservation Office (SHPO) clearances have been received. The official said the project’s geotechnical investigation is complete and that staff have begun contacting property owners to obtain necessary easements.
The official told commissioners that the county’s target ESD approval date is in November and asked the commission to identify first- and second-priority bridges for upcoming grant rounds. The official described three options related to design speed and liability if the county lacks a local ordinance: design the bridge for a 50 mph unposted default (increasing cost), adopt a county ordinance to set a lower design speed and post speed-limit signs (which reduces design requirements and liability), or post signs after construction and accept the associated liability window.
Commissioners discussed locating the bridge relative to township boundaries and whether responsibility or liability would fall to the township. The clerk confirmed Ivan Schrader is the county attorney for legal questions. The commission also discussed scheduling a walkthrough and ribbon-cutting for the completed bridge and coordinating attendance with contractors and staff.
