City public works staff urged the council to fund a multi‑year neighborhood road maintenance program to extend pavement life and avoid far costlier rebuilds.
Gus Lim, who led the presentation, said imaging and ranking of the city’s residential streets show many neighborhood roads will require maintenance over the next decade. ‘‘If we were going to… start spending in 2027, [the 10‑year program] would be about $3.9 million,’’ he said, adding that delaying the program even one year could increase costs.
Staff described lower‑cost preventive measures such as crack seal and chip seal that can extend pavement life and reduce the likelihood of expensive mill‑and‑overlay replacements. The presentation included an estimated annual maintenance need and scenarios comparing early preventive funding with delayed full reconstructions.
Council and staff discussed potential funding mechanisms and the difficulty of pursuing grant funding for neighborhood streets; staff said many of these roads require local funding. The leadership team recommended the council consider setting an annual dedicated amount to begin preventive work and to explore budgeting or reserve strategies.
Next steps: staff will return with a refined cost model, a proposed funding plan and potential phasing options for council consideration.
