DuPont awards Center Drive overlay contracts to Miles Resources and David Evans & Associates
Summary
The council awarded construction contracts for Center Drive overlay Phases 4A and 4B to Miles Resources and a construction-inspection contract to David Evans and Associates; staff said the bids are below engineering estimates and construction is planned for the summer window between June and early September.
City staff recommended and the council approved a package of contracts to repave Center Drive (phases 4A and 4B) and to provide construction management and inspection services.
Gus Lim summarized the scope—grind-and-overlay of the top two inches of asphalt, ADA ramp upgrades at intersections and relocation and replacement of pedestrian push buttons and signal devices with modern LED equipment. Lim said grant funding from the Transportation Improvement Board and federal aid from Washington Department of Transportation support the work.
Lim said Miles Resources was the lowest responsive, responsible bidder for both phase 4A and 4B. The bid amounts were read on the record; staff presented the tabulation showing Miles Resources at approximately $663,700 for Phase 4A and $568,820 for Phase 4B. Lim recommended awarding the contracts and pursuing TIB reimbursement. He also said the contract specs set a construction window of no earlier than June 13 and no later than Sept. 2 to avoid school-term conflicts at Pioneer Middle School.
Council Member Elliott praised the projects but cautioned that the awards are “drawing down our sources of funding for our streets and for our transportation benefit district,” urging the council to consider long-range funding for a 10-year road improvement plan. Deputy Mayor Winkler thanked staff for securing grant funds and noted the city’s 20% cost share requirement.
The council awarded the construction contracts to Miles Resources and the construction management and inspection services contract to David Evans and Associates for $152,276, as presented. Council approved the resolutions by voice vote.
