Commission reviews annexation, rezoning and conditional-use request for small retail site on Holly Springs Parkway

The chair opened the work session and read the agenda item introducing applicant Zahid Alam’s requests to annex about 0.5 acres on Holly Springs Parkway, rezone the northern parcel from county R-40 to city general commercial and to approve a conditional-use permit (CUP) for a multi-tenant retail building.
A staff member summarized the proposal, saying the property is county land just south of the Pebblewood area and is not part of the Pebblewood commercial tract. The staff member described the applicant’s plan as a retail, L-shaped building with four tenant bays and confirmed the request includes annexation, rezoning and a CUP for multi-tenant retail use. “He’s requested it for retail use,” the staff member said.
Commissioners discussed nearby landmarks and past proposals, noting the State Farm building and Darby Apartments nearby and that a previous gas station application on a parcel in front of adjacent townhomes had been turned down. Commissioners asked for more detailed materials: the staff member said the applicant provided only a concept plan and that the commission would like an actual site plan before the public hearing.
Staff also noted county reviewers raised routine stormwater considerations but did not object to the annexation. The staff member told the commission that, because of notice requirements, the applicant likely would not return for final action until July and that staff would call the applicant about providing additional materials before the June 11 meeting.
Because this session was a work session, no final decision was made. The item will proceed to a publicly noticed hearing where the applicant and members of the public may comment.
