Deputy City Attorney Caitlin Prunty presented the ordinance at the second reading, saying it would add chapter 7.60 to the Spokane Valley Municipal Code and make violations a class 1 civil infraction with a $250 penalty. Prunty said the ordinance gives businesses 30 days to remove existing kiosks and authorizes the city to revoke the business license of an operator found in violation.
Prunty told the council that staff refined the kiosk definition to avoid unintentionally including personal or business payment devices. Police Chief Dave Ellis was present to answer questions but had no additions to the staff recommendation.
Council members moved, seconded, and voted to adopt the ordinance; the measure passed unanimously. The ordinance takes effect under the timetable specified in the municipal code. Council did not record any dissenting comments during the vote.
