Committee advances SB 10, directing agencies to include gender assessments in climate planning

Senator Padilla presented the bill as a mechanism to ensure state climate planning accounts for gendered vulnerabilities and responsibilities — including caregiving roles and workforce composition — and to align California with international practices. Nancy Cohen of the Gender Equity Policy Institute described research showing that women spend more time on caregiving and that disruptions from extreme heat, wildfire smoke and school closures can have disproportionate economic impacts on women. Grishina Mohabir of California Environmental Voters said SB 10 would fill a gap in the state's climate planning and advance climate justice.
With no registered opposition on file in the hearing room, the committee recorded a motion and the bill was moved to appropriations for further consideration.
