Graham Penn, zoning counsel for the Fair Havens nursing‑home project, told the Miami Springs City Council on June 8 that the development recently secured phase‑2 approval from county authorities and that multiple city permits are in active review.
Penn said the project — a renovation and restoration of the historic nursing‑home structure — has three regulatory layers (state, county, city). He reported that permits for demolition, structural work and site trailers/fencing are in submission or review and that the renovation permit is in third‑party review. "We anticipate beginning the actual active work again in July," Penn said, describing a phased approach that prioritizes the Kellogg wing and historic portions slated for restoration and interior renovation.
Penn clarified the current work is largely interior demolition and restoration of existing historic structures rather than new construction or expansion. Council members asked about outstanding permit status and asked the city manager to follow up with building department staff to provide a permit status update.
Penn offered to return for another update in 90 days and the council agreed to keep communication channels open as the entitlement and permitting process continues.
