He told the court he had been contacted about the issue and that, while the Kentucky State Board of Elections told him he could remain on the ballot, he chose to withdraw rather than risk a contested election.
Shallow asked for community support and said he would provide documentation to back his account: "I'm going to bring receipts," he told the court. He repeatedly framed his remarks as a request for unity and as an explanation, and he closed by asking for voters' consideration in the upcoming November election.
