The Syracuse Planning Commission took the following formal actions at the meeting (recommendations to Common Council are advisory unless noted):
• Minutes (May 18) — Approved with scrivener corrections; one abstention noted.
• MASPR‑24‑21 (3020 James St; American Legion project) — Approved a one‑year time extension (construction to be completed by June 17, 2027) with no change in scope.
• SP‑2026‑18 (623–625 Wolf Street; commissary kitchen) — SEQR negative declaration; recommended approval with conditions including hours, no overnight food‑truck parking (except owner‑owned trucks), and sidewalk restoration within one year.
• MASPR‑2026‑14 & MASPR‑2026‑16 (Housing Visions corporate office and 144‑unit residential building) — Both site plans approved with conditions (curbing, snow storage, shared easement filing, curb/sidewalk restoration, and bike parking); the commission required certification that the 144 units be designated affordable by the Neighborhood & Business Department.
• R‑2026‑27 (Housing Visions re‑subdivision) — Approved; applicant must file the re‑subdivision map at the county clerk's office within 62 days.
• SP‑25‑35 (220–22 Messina Street; neighborhood market) — SEQR negative declaration; recommended approval with conditions including SEPTED compliance, hours (currently listed as 8:00 a.m.–11:00 p.m.), ADA sidewalk improvements and bike parking.
• SP‑25‑21 (500 Oakwood Avenue; corner store) — SEQR negative declaration; recommended approval with eight conditions and an explicit prohibition on selling tobacco products at the site because of its proximity to Dr. King Elementary School.
All motions passed by voice vote during the meeting; abstentions were recorded where noted in the record. Most approvals are recommendations to the Common Council; required filings and permit steps remain before construction or some operational changes can occur.
