Board approves pay application and 50-day extension for lead service-line project, adds surface-restoration cost for abandonments

The Commonwealth approved a pay application and change orders related to the lead service-line replacement project, including a time extension and a cost revision to cover surface restoration tied to abandonments on empty lots.

Staff said pay application No. 3 reports $912,130 in work completed to date; the packet showed retainage and a net amount due of $866,523.50. The total project budget was stated at about $2.8 million and staff estimated the work is roughly 95% complete, with about 10 customer-side replacements and remaining restoration tasks (meter horns, meter pit lids, asphalt and grass repairs) on the punch list.

Contractors requested a 50-day extension because of weather and product-ordering delays; staff said the contractor requested substantial completion on June 16, 2026, with final completion 30 days later on July 15. The board approved the extension by voice vote.

Staff also described a contract-price increase tied to service-line abandonments on empty lots: the abandonment line item did not include surface restoration in the original contract, so the contractor sought payment to incorporate restoration where a new service line will not be installed. Staff reported a surfacing total for completed abandonments of approximately $16,414; the board approved a change-order cost revision to cover this surfacing and agreed that the revision would be incorporated on the next payout.

A motion to pay Rex Construction for the amount due on the pay application ($866,523.50) passed by voice vote. Members discussed retainage, punch-list expectations and the need to verify concrete sidewalks and driveways during surface restoration before final completion.
