Commonwealth approves contractor payment as water-main and tank work nears completion

Staff reported two active stretches of water-main work around Country Meadows and toward the tank site; crews have completed roughly 75% of the Country Meadows segment and are a few days from tying into a bore under Route 31. One stretch toward the Walmart area remains dependent on coordination with a road-extension contractor and wastewater crews installing an air sewer. Staff said the coordination is the principal constraint, not an engineering problem.
On hydrant replacements, staff displayed a map showing remaining hydrants to be swapped and said work since the last payout reduced the outstanding count; four hydrants may still need to be replaced and several others will require planned shutdowns for removal.
At the tank site, staff said the foundation and grading are complete and steel erection is scheduled to begin in mid-June, with tank erection currently projected to start June 17. Caldwell, the contractor referenced in the update, was described as being about a week ahead of the schedule the contractor previously reported.
On pay reports, staff told the board that a pay request from Will Powers was not recommended because the contractor had underbilled stored materials and had not submitted a timely revision; as a result, only Caldwell's invoice was presented at the meeting. The transcript contains a numeric figure for the Caldwell payment that is garbled in the record and not legible; the board nevertheless approved the payment by voice vote.
No member requested further review of the tank schedule; staff said any change orders or final paperwork tied to the tank and related work will appear on future payouts and agendas. The Commonwealth will revisit contract dates and potential extensions at the next meeting if additional delays emerge.
