County Council approves multiple appropriations including $685,697 bridge grant

Tippecanoe County Council on April 14 approved a slate of appropriations covering transportation, parks, public safety and facility upgrades, including a $685,697.50 Community Crossing grant to replace two aging timber bridges.
The appropriation for Bridges #122 and #149 (Stair Road and the Vinton Woods area) was presented by Highway Director Stewart Kline, who said the total project cost is about $1.4 million and will rely on a 50% grant match. The council moved and approved the grant appropriation.
Other approved items included: - $160,000 (Parking Facility Operating Fund 4017) for new cashless parking software and hardware to automate the county garage; commissioners said parking will be charged 24/7 with options for businesses to purchase validations. - $143,000 (Park Nonreverting Capital Fund 1178) for a shelter house and possible ADA parking improvements at Ross Camp; the Parks director said the shelter location has not been finalized. - $65,450 (Cumulative Capital Development Fund 1138) for Cary Home chillers and valve controls; staff said Cary Home units were replaced before County Building units due to urgency and County Building units will be maintained another year or two. - $18,000 (Animal Control Fund 2573) for a storage shed (16 x 26 ft.) on County property to hold feed and bedding; Maintenance Director Dildine said built-in storage was reduced during original construction. The motion carried with Councilmember Kathy Vernon voting no, saying the County should not build a permanent structure that could benefit a lessee paying $1 per year. - Smaller appropriations covering TEMA siren repairs ($40,000), Community Corrections vehicle and medical supplies ($6,000), Health Department donations ($850), Sheriff unclaimed funds ($600), and a $9,051 CLAF Byrne grant for K-9 vehicle inserts.
Consent items and the majority of the appropriations were approved by voice vote after motions were made and seconded by council members. Where roll-call tallies were not recorded in the minutes, the record states only that the motions "carried" or were "approved." The animal-shelter shed vote was recorded as carried with one dissent.
The council set its next meeting for May 12, 2026.
