Bourne board reverts excess sewer allocations for five accounts after one-year review

He also summarized other accounts: EAV (listed in packet as E&B/EAV) Solutions had a preliminary allocation of 200 gpd but used 25 gpd in 2025; Mass Maritime cadet housing was allocated 7,070 gpd and used about 298 gpd in 2025; Hampton Inn was previously reduced to ~12,500 gpd and is currently using about 7,022 gpd.
After discussion about how peak occupancy and DEP thresholds could affect future capacity, a commissioner moved to designate the listed accounts as "actual users," meaning their allocation would be set to measured usage and any surplus would revert back to the town's uncommitted gallons-per-day allocation. The motion passed by roll call, 5-0-0, which board members described as the first formal implementation of the new policy.
Commissioners stressed this action does not prevent the town from reissuing allocation to other applicants in the future; it formalizes that operational allocations are based on actual use after the one-year review and that overage billing continues to apply for customers who exceed their measured use.
