Dawn Sugars said the liquor board will be on site for setup and will monitor the licensed area, but will not remain for the entire event. "We will cut off alcohol at 7:30. Hard stop," a staff representative said; the board reserved authority to require cessation of alcohol sales if safety thresholds are not met.
Enforcement trends: staff reported a string of recent compliance issues including illegal infusions, tampering and no-purchase violations. The board summarized outcomes such as no-contest letters and escalated fines for repeat violations and said short inspections and quarterly compliance checks will resume in the fall. Commissioners and staff said they are coordinating with city police and other agencies on noise and late-night behavior at some downtown venues.
Outreach and forum plans: staff and partners (including the nonprofit Safe Ride) proposed a new, informal seminar-style retailer forum — branded provisionally as "Raising the Bar 2026" — to replace the more formal forum format and to encourage attendance by licensees and delegation members. The proposed event would be a morning seminar with an educational agenda, vendor booths and a small credit or administrative incentive (for example, a license-filing credit) to encourage participation.
Budget and administration: staff reported that the agency deposited roughly $627,000 to the county general fund and remains largely self-sustaining; the board discussed staffing and merit/cola increases that will affect July pay periods.
Next steps Staff will implement the event oversight plan for the Mexican Rodeo, resume targeted short inspections and return to the board with updates. Staff also will plan the retailer forum for a fall date and coordinate invitations to delegation members and partner organizations.
