Frederick County Liquor Board approves four license applications, issues conditional approvals

The Frederick County Liquor Board on June 8 approved new liquor licenses for three local businesses and granted a conditional transfer for a fourth, clearing the way for expanded service downtown and in New Market while flagging outstanding zoning and administrative items that must be resolved before final licensing.

The board granted conditional approval to Elks Haven for a Class B beer-and-wine license through July 15, 2026, pending staff approval of state, county and local permits and occupancy documentation. The applicants told the board they are operating under a promoter's permit and said a business license was en route to the courthouse; Inspector Harrison reported a May 20 inspection at 340 East Patrick Street and indicated no reinspection would be required. "As soon as we get what we need, we'd like to open," said Julian Wilson, who gave testimony on behalf of the Elks Haven applicants. The board emphasized that staff should be contacted early to resolve rules and training questions.

True Standard Distilling received approval to convert from promoter status to a full-time distillery DDS license effective immediately. Applicants Ashley Allen, Brian Allen and Christopher Christine described a year of promoter activity, a busy taproom and creative on-site experiences; Inspector Christopher Smith reported a May 20 inspection and said no reinspection was required. "We are an all-in cocktail bar using our own product," one applicant said, emphasizing the business model that prompted the conversion request.

Sunset Main in New Market was approved for a Class B beer, wine and liquor license after Inspector Dawn Sugars reported a May 18 inspection that noted several items to be completed before issuance, including securing an outdoor area, adding exit signage and confirming the required 28 indoor seats. The applicant, who identified herself as Dana, described a family-oriented yard layout and said contractors are scheduled to address open items.

The board granted conditional approval through Sept. 30, 2026, for the transfer and rename of an existing license to Fogón Latino Restaurant (1315 W. Patrick St.). Timothy James Hill, who appeared for the transfer, told the board he plans to highlight Salvadoran and Honduran cuisine. Staff warned the board that the location has had past after-hours challenges; an inspector said the transfer application requires outstanding landlord and tax items to be finalized before full conversion. The board noted the management agreement and the possibility of a phased transition as staff verifies compliance.
