Staff said the town’s current fee basis dates to 1996 and that the study will inventory the stormwater system, analyze cost allocation, and recommend an updated fee structure if appropriate. Several council members asked whether the consultant selection had been competitively bid and whether the study could lead to higher rates; staff replied that WSP had existing familiarity with the town’s MS4 compliance issues and that a formal decision on any rate changes would be subject to council action following the study.
The motion to approve the purchase order passed by voice vote.
