County treasurer cites efficiency gains and flags 2029 state takeover of plate distribution

Lancaster County Treasurer Rachel Garver told the Board of Commissioners on June 2 that her office expects to complete the current fiscal year within budget and has implemented process changes that saved about $3,500 by moving the county tax sale into the County‑City Building.

Garver said projected revenues are increasing due to higher property tax collections and transactional activity, and she reviewed postage reimbursement revenue linked to motor vehicle registration and license plate services. She told commissioners that under a state plan effective Jan. 1, 2029, the State of Nebraska will assume responsibility for certain registration and license plate distribution functions; plates would be produced and distributed by a vendor rather than through county offices, which will reduce some county revenue streams while also lowering corresponding expenses.

On the expenditure side, Garver said her office follows a six‑year computer replacement cycle and requested technology fund items including scheduled replacements and security camera upgrades at the 46th Street motor vehicle office to improve security and assist with investigations and cash‑handling issues. She noted an unfunded Motor Vehicle Clerk position was reinstated on the organizational chart but said she does not intend to fill it immediately because of space limitations and will review staffing needs with Human Resources.

Garver said staff research and process improvements shortened the tax sale event and improved operational efficiency; commissioners and staff discussed public feedback and operational impacts. Further budget details will be resolved during upcoming budget deliberations.
