Board approves contracts, policy updates and school projects; honors students and teachers

The Rockingham County Board of Education on June 9 approved several administrative actions and heard multiple reports while recognizing student and staff achievements.
Among the votes, the board approved (1) transferring oversight of the INSPIRE Academy day-treatment program to a youth-services provider as presented by district staff, (2) an update to Policy 36-20 and Regulation 41-50-R that restricts a ninth-grader’s athletic eligibility to the high school in the feeder pattern of the middle school the student attended (with superintendent exceptions and a May 1 grandfathering provision for transfers), (3) a three-year HVAC service contract awarded to Northside Contractors LLC after five bids, and (4) the selection of Goranco for repair and renovation work at West Rock Middle School paid from Repair and Renovation (lottery) funds with an estimated roughly $300,000 surplus from the bid to allocate to future projects.
The board also reviewed and approved a design-build contract framework for the new Wrightsville School; the project representative noted a typographical error in section 1.10.7 and confirmed an 18-month construction window with substantial completion anticipated in May 2029 and final completion in June 2029. The contract at this stage did not include final dollar amounts, which will be provided when preconstruction costs and the design-build amendment are available.
Public comment included a presentation from Dr. Stanley Harrison Jr., who introduced SOAR (Students Organized for the Advocacy of Reading), a free summer reading program for K–5 students at Monroeton Elementary running Tuesdays and Thursdays from June 16 to July 30. The board also recognized multiple student-athletes from Morehead, Dalton McMichael, Stott McMichael and Rockingham County High School and named district nominees for state teaching awards, including Jennifer Ray of Monroeton Elementary, cited for a reported EVAAS growth index of 4.89.
Committee reports covered policy committee updates, finance items including year-to-date spending and county budget workshop preparation, and facilities updates including the South End demolition RFP and a planned groundbreaking on June 9 at 3 p.m. The board then voted to enter closed session to discuss confidential personnel matters and consult with counsel.
