Tom (staff presenter) outlined the application package and said the county will request $180,000 in grant funds, with $37,600 allocated for administration and fair housing and $50,400 designated for local project activity. He described three proposed activities: wastewater facility improvements in the village of South Solon (two estimates were received; the smaller estimate cited from Redantes was $58,004.21), playground improvements in Mid Waist Park (new play structures, surfacing, benches and warranty coverage), and a $30,000 planning study in Mount Sterling to locate and assess a failing culvert and drainage infrastructure first installed in 1948.
On the South Solon wastewater project, staff said one clarifier is inoperable and the plant’s pumps date to 2002; the project also includes a proposed transfer line, lagoon liner repairs, concrete repairs and a telemetry interface with automatic alarm dialer so plant operators and village officials receive immediate alerts rather than relying on residents to report alarms.
A resolution authorizing the county to submit the grant application and sign required forms (anti‑displacement certification, environmental review, planning waiver) was moved and seconded; the transcript records a roll call with recorded "Yes" votes from Mister Shea, Doctor Smith and Mister Wallace, indicating the board approved the application.
Next steps: staff will collect the required signed forms and submit the application to the state; the planning study is intended to inform a larger grant application in the future.
Why it matters: the proposed South Solon work addresses an immediate wastewater risk to local basements and nearby waterways and would fund both construction and planning steps to enable larger future grants.
