Wesley Chapel approves transfer of village parcel to Aston for stormwater detention

At the Oct. 13 meeting the Wesley Chapel Council unanimously approved a resolution authorizing the mayor to execute documents needed to transfer a parcel of village land to Aston for use as part of a shared stormwater detention system.
Mayor Amanda reviewed the history: Aston presented a May 12, 2025 letter agreement outlining a shared-cost arrangement and estimated the village’s share at about $395,533.40 for the work to ready the site for stormwater management. The village advertised the offer for upset bids under the applicable North Carolina procedures; no upset bids were received.
The resolution authorized the mayor to sign and record a plat subdividing the parcel, to execute restrictive covenants limiting the subdivided parcel’s use to stormwater detention in accordance with the agreement, and to prepare and record the deed transferring the parcel to Aston. Council confirmed that Aston will pay the cost of any required survey and that those survey costs are the buyer’s responsibility.
Council approved the resolution by unanimous voice vote. Staff said the next steps include coordinating the required survey, recording the plat and executing restrictive covenants and deed once documents are finalized and signed.
