Columbiana council adopts emergency ordinance to join ODOT salt purchasing program for 2026–27

Council members moved and seconded the emergency designation and then approved the ordinance on a roll-call vote. The city said it has completed a bid opening for the 69 kV circuit breakers project and is continuing to evaluate other bids; staff noted the salt procurement may be recommended for approval or rebid decisions may follow as procurement reviews continue.
Council cast affirmative roll-call votes to approve joining the cooperative program, providing the city access to ODOT-negotiated pricing and vendor lists for road de-icing materials through 2027.
