Transportation Director Randy Edwards presented the town’s annual signal maintenance agreement with the state and described it as substantially the same as prior years. Council asked technical questions about adaptive signalization versus fixed‑timing signals and who controls timing and physical repairs.
Edwards said the town contracts with Rhythm Engineering for the software/optimization side while the town handles physical maintenance, and confirmed that staff can manually hold signal phases for major closures or events inhouse through the software. He noted some new signals (for example at US‑1/I‑20) remain on fixed timing until the state accepts them; those locations are not yet adaptive.
Council moved and seconded to place the SC DOT signal maintenance agreement on the next council agenda for formal approval.
