Members of the Jericho Wastewater Task Force heard at their meeting that state river-corridor protections significantly narrow where a community septic disposal field can be sited in the Riverside Village Center.
Engineers reported the project's five candidate disposal footprints and said two (Sites D and E) extend toward the river corridor. The engineering team told members that a drip-dispersal approach similar to the one under study is "basically not permitted in the river corridor," and that using corridor land would require extensive testing and legal analysis that is unlikely to be met for this project. The consultants will model groundwater flow and provide a refined capacity estimate for the middle-school-adjacent sites in the coming weeks.
A Department of Environmental Conservation representative also warned the group against mitigation strategies that would co-locate heavy vehicle parking with trenched dispersal fields. "We can't approve the use of geog grid," the DEC official said, citing separation-distance and compaction risks for co-located parking and disposal fields. The DEC staffer explained that rules require separation between leachfields and areas used for parking, and that irregular heavy use could compact soils and damage a disposal system.
Task force members noted the practical consequence: the current peer estimates (which had assumed some corridor encroachment) — roughly 56,000–78,000 gallons per day when all sites are included — will likely shrink once the corridor exclusion is applied. Presenters emphasized that modeling of groundwater direction and site-specific testing outside the corridor will refine the estimate; that desktop modeling should be available within a week or two, they said.
Members discussed coordination with the school district and the library, both of which own or lease parcels in the study area, because shared land use and nearby stormwater facilities affect where disposal fields can be located. Several members said they plan to pursue early jurisdictional and permitting conversations (including potential Act 250 amendments) to understand whether amending existing permits for school parcels would be administrative or require broader review.
The task force will receive DNK's groundwater-flow capacity estimate at the next check-in and use that to update scenario numbers and outreach materials.
