Resident asks Culpeper board to open high‑school track access to youth organizations

Quinnland Dunn, who identified himself to the board as a Culpeper County resident, track and field coach, and founder of a local nonprofit sports organization, urged the school board to expand community use of high‑school track facilities to qualified youth‑serving groups.

"I'm here tonight just to ask the board to consider allowing qualified youth serving organizations the opportunity to apply for access at the high school's track and track facilities throughout the same community use process that exists for many of the other athletic facilities," Dunn said during the public‑comment period.

Dunn told the board he had researched participation trends and heard from families that local programming for elementary and middle school age children is limited, forcing families to travel outside the county or wait until middle/high‑school entry. He requested the board review the division’s community‑use policy to allow youth organizations the same application access given to other sports groups.

Board members did not take action during public comment but thanked Dunn. The board’s staff will refer delegations’ topics to appropriate administrators for follow up, consistent with the board’s public‑comment rules. Dunn’s remarks were recorded as part of the meeting’s delegation period; no formal response or policy change was announced at the meeting.
