Lisbon schedules hearings for Walmart and indoor recreation, grants site-plan extension and continues honey-bee permit

The Lisbon Planning and Zoning Commission on June 2 scheduled public hearings for multiple new applications, approved a one-year site-plan extension in the applicant’s absence, and continued a contested special-permit hearing to July.
The commission voted unanimously to hold a public hearing on Aug. 4, 2026, at 6:30 p.m. for a proposed Walmart remodel and addition (applicant James Kehl). It also scheduled a separate public hearing for an indoor recreation/amusement special permit for Lisbon Landing II, LLC (170 River Road); Jordann Isbitts, Manager, Assets Strategy & Development for WS Development, participated remotely and the hearing was set for July 7, 2026 at 6:45 p.m.
In other formal actions, the commission granted Today's Realty a one-year extension for the site plan at 240 Paper Mill Road after the applicant submitted a written request but did not attend the meeting. The body also continued the public hearing on the special permit application for honey bee operations (Scott and Tracy Nye, 197 Bundy Hill Road) to July 7, 2026 at 6:30 p.m. in the Newent Meeting House.
Town Planner Michael J. Murphy told commissioners he will contact the Southeastern Connecticut Council of Governments (SECCOG) to request a Housing Act presentation for the commission at the Sept. 1, 2026 meeting. Planner Murphy also reported 4 River Road is complete and the Building Official has issued a Certificate of Occupancy; he noted interest in a potential smoke shop but said no application has been filed. On community recreation issues, Murphy said many Connecticut towns are addressing pickleball noise; he will prepare an informational article for Lisbon, noting the town has not received complaints.
Commissioners also discussed meeting logistics after a larger-than-usual turnout for the honey-bee hearing; Planner Murphy recommended members refrain from participating in social media conversations about pending applications to protect the decision process. The Commission agreed the Farmers Market Committee must appear before the Planning and Zoning Commission if it wishes to change its site plan to move vendor locations under trees and reconfigure food-truck placement.
The commission will hear the continued honey-bee special permit and the Lisbon Landing II application at the July 7 public hearings and meet again on July and September dates as scheduled.
