Lisbon planning commission adopts 2026–2036 conservation and development plan, effective July 1

The Lisbon Planning and Zoning Commission on June 2 adopted its 2026–2036 Plan of Conservation and Development, setting an effective date of July 1, 2026. The motion carried after a second and one commissioner registered opposition.

The commission voted on a motion by Commissioner Jason Lebel, seconded by Commissioner Kim Sperry, to approve the plan with three minor modifications: reorder the ‘‘Visioning’’ paragraph to place “Promote Community Identity and Quality of Life” first; correct the spelling of “Quinebaug River” in the industrial paragraph; and authorize the Town Planner to make remaining technical and editorial corrections. The commission found the plan consistent with Conn. Gen. Stat. § 8-23 and in general conformance with the regional and state conservation and development plans. Commissioner Ben Hull cast the lone dissenting vote.

Town Planner Michael J. Murphy, AICP, told the commission that adoption is required by the state for eligibility for certain grants and stressed that the POCD is advisory guidance rather than a binding regulation. Commissioner Trevor Danburg reiterated the grant-eligibility point during the discussion.

The adopted document will guide Lisbon’s recommended development priorities for the next decade, including the visioning order and editorial refinements approved by the commission. The commission set July 1, 2026 as the plan’s effective date; the action was reflected in a Notice of Decision filed June 9, 2026.

Next steps: the Town Planner will implement the agreed editorial and technical corrections and make the final adopted document available per standard municipal filing procedures.
